Building Research Institute is responsible for the implementation of Task 5 - Organization of the work of the standardization and certification working group.

Short description: the main goal of the project is to establish, organize and ensure the functioning, also after its completion in 2023, of the Sectoral Council for Competences in Construction (section F in PKD/NACE).

The Council is a forum for the exchange of experiences between the sphere of formal, non-formal and informal education, research units and entrepreneurs operating in the construction industry with the participation of social dialogue institutions (trade unions and employers' organizations), professional, self-government and other stakeholders, acting for the development of the construction sector by increasing knowledge about his qualification and professional needs.

There were four working groups within the project:

  • standardization and certification working group - leader prof. Jadwiga Fangrat Building Research Institute.
  • working group for sector monitoring - leader Waldemar Mazan - Confederation of Construction and Real Estate,
  • working group on educational barriers and employers' involvement in the process of educating staff for the construction industry - leader prof. Jerzy Hoła – Polish Chamber of Civil Engineers,
  • working group for the Sectoral Qualifications Frameworks - leader Jakub Kus – Trade Union “Budowlani”.

SECTORAL COUNCIL FOR COMPETENCES IN CONSTRUCTION

The Council operates under the project implemented with PARP. The legal basis for the Council's activity is the Act on the Polish Agency for Enterprise Development (PARP), the Act on the Integrated Qualifications System and the Act on the Education System. The Council consists of 28 members, representatives of construction employers (large and small companies), the largest employers' unions, chambers of commerce for construction, professional chambers, trade unions in the sector, trade schools and technical universities, research institutes, associations, labour market institutions (labour offices and Labour Market Councils).

Members of the Council are appointed by the Minister responsible for the construction sector. The Minister has his representative in the Council and cooperates with it on the basis of a cooperation agreement. The chairman of the Council is prof. Adam Podhorecki, Vice-chairmen was:

Waldemar Mazan and Jakub Kus. Members of the Presidium of the Council are representatives of the project partners.

On June 29, 2023, by decision of the Minister of Funds and Regional Policy, Mr. Grzegorz Puda, prof. Jadwiga Fangrat was appointed as a member of the Sectoral Council for Competences in Construction.

MAIN OBJECTIVES AND AREAS OF THE COUNCIL ACTIVITY:

  • developing and giving opinions on proposed legislative changes in the field of education and its adaptation to the needs of the labour market in the construction industry,
  • developing the principles of functioning of educational agreements between employers and VET institutions,
  • defining research areas for the planned two cycles of research on human capital in construction (BKL),
  • dentification of the sector's needs in the area of qualifications and skills and development of the Sectoral Qualifications Framework in construction (SRK-Bud),
  • providing information on the demand for skills and competences to educational institutions and the labour market as well as to social partners,
  • cooperation with international institutions - creating a transnational sectoral integrated qualifications framework for the sector,
  • cooperation with the minister competent for construction sector.
